National Review: What Lame Duck Dems Won't Do

After the midterm elections, which many Republicans are predicted to win, a so called "lame-duck" session of Congress will begin. Robert Costa of the National Review argues that the GOP should be cautiously optimistic about its chances of blocking Democratic spending during that session.
